Senior Leadership

Our Leadership Team includes accomplished professionals in education, finance, management and health care administration. Their role is to uphold the vision, purpose and values of Westminster at Lake Ridge, set the community’s direction and priorities and ensure the integrity of services for the benefit of community members.



Interim Executive Director

John Turongian who has more than 30 years of experience as a senior living administrator in New York, Illinois and Missouri, stepped in as Interim Executive Director for Westminster at Lake Ridge on January 2020. Since his retirement from Alexian Brothers Health System in 2014, Turongian has been working in interim capacities including Executive Director, Chief Operating Officer, and Project Manager.  A licensed Nursing Home Administrator, Turongian most recently was Interim Executive Director at Kendal at Ithaca in Ithaca, NY.  From 2014 to 2019, he served as the “go-to” person for special projects with Lutheran Senior Services, an organization based in St. Louis with nine Life Care Communities in Missouri and Illinois. From 2009 to 2014, Turongian was Vice President, Senior Ministries, for the Alexian Brothers Health System (now owned by Ascension Health) in St. Louis. In that position, he was responsible for a $170 million organization in seven states, with 17 communities and programs, including Life Plan Communities, skilled nursing, assisted living, home care services, and subsidized housing.  Turongian served as Chief Executive Officer of United Helpers Management Company in Ogdensburg, New York, from 1990 to 2009. There he was responsible for a $45 million organization, including market-based independent living, licensed residential care and skilled nursing services, as well as home- and community-based services for people with disabilities, and transitional living for people with mental illness. Turongian graduated from the State University of New York at Albany with a bachelor’s degree in business education. He also has a master’s degree in business education from SUNY at Albany. He is a veteran of the U. S. Marine Corps. John and his wife, Ellen, permanently reside in St. Louis, Missouri. 


Elaine Koubek

Director of IT

Dan is the Director of Information Technology and is responsible for all the computer and servers for the staff at Westminster at Lake Ridge, as well as any technical decisions that need to be made. Dan likes the environment at Westminster, staff and residents make Westminster a pleasurable place to work. When Dan is not working, you can find him playing sports, a few of his favorites include golf, softball and tennis. 




Belva joined Westminster at Lake Ridge after serving as the Director of Chaplaincy at a regional hospital for almost ten years. She is an ordained minister and a board certified chaplain with the Association of Professional Chaplains. She serves on board certification committees and mentors chaplains. Belva earned a Master's of Divinity degree with honors from the Assemblies of God Theological Seminary. Following graduation, she successfully completed nine units of Clinical Pastoral Education at the University of Virginia Health System. She served three years in Moscow, Russia and five months in Gorlitz, Germany as a missionary associate. She enjoys singing and playing the trumpet in various churches, hospitals, nursing homes, and prisons throughout the United States and overseas. Born in Charlottesville, Virginia, Belva is married and has three grown step-children and one grandson. She enjoys biking, hiking, kayaking, knitting, crocheting, and spending time with her family and friends.


Mehdi Hamzi

Director of Dining Services

Mehdi Has been in the hospitality industry for over 20 years, from the time he graduated with a master's degree in hospitality management from the Moroccan Institute Of Technology. His multifaceted leadership experience encompasses a diverse management career including marketing, business development, operations and dining services, both nationally and internationally in institutions such as the international monetary fund, luxury hotels, consultancy firms and most rewardingly retirement communities such as Westminster at Lake Ridge. Mehdi brings his global perspective to the dining experience at Westminster at Lake Ridge. 


Pamela Mills

Director of Sales

Erin graduated with honors from Old Dominion University with a Bachelor's of Science in Communications and Sociology. She went on to work for an international public relations agency where she concentrated on Public Affairs and Media Relations. Clients included the Social Security Administration, National Air Traffic Controllers Association, American Red Cross, and Homeland Security. Erin parlayed her experience into her next roles – first as the Marketing Assistant and then a Sales Counselor for Ingleside at King Farm, a sister community of Westminster at Lake Ridge, where she worked for six years. She spent the next three years working for a retirement community in DC, where she was the Marketing & Sales Director. She is an honorary member of a National Communication Association, Lambda Pi Eta, and Alpha Iota Chapter, and has served on multiple senior advocacy boards – including the Alzheimer's Association, Walk to End Alzheimer's. She lives in Fairfax with her husband and enjoys reading, home projects, and spending time with her family and friends. At Westminster at Lake Ridge, Erin finds incredible joy in learning about the lives of those who both live at the community and those interested in making the community their new home.


Kristina Pare

Senior Accountant

Lauren is actively involved in the financial life of Westminster at Lake Ridge, from writing and presenting reports to residents and other stakeholders to developing the annual budgets. Before coming to WLR in October 2016, Lauren was a Senior Audit Associate at CohnReznick LLP in Baltimore, MD. As a Senior Audit Associate, Lauren was responsible for providing for-profit and non-for profit developers, public housing authorities, state housing credit agencies, and investors with audits of financial statements performed using generally accepted auditing standards. Lauren holds a Bachelor’s of Science Degree in Accounting from Mount St. Mary’s University in Emmitsburg, MD.


Carol Davis

Executive Assistant

Michelle has been in the Reston area for 17 years, moving here from the great state of Arkansas. Her extensive background in health care, education and administration assists in her current duties as Executive Assistant to the Executive Director, and she is excited to be a part of the Westminster at Lake Ridge family! Working here at Westminster at Lake Ridge feels like coming home – everyone is helpful, patient, smiling and very welcoming. 


Wency Chapnkem

Director of Health Services

Wenceslaw Chapnkem (Wency) lives in Fredericksburg, Virginia with his wife and four children; Janice, Jasmine, Wency Jr. and Ashley. Wency is originally from Cameroon located in Central Africa. He is currently a Licensed Nursing Home Administrator (LNHA) in the State of Virginia. Wency has a Ph.D. in Health Services Administration with a concentration in Public Health Policy from Walden University and a Master’s Degree in Health Services Administration (MHSA) from Strayer University.Wency has been working in the healthcare industry for over 15 years. He began his career as a Program Manager in Residential Group Homes serving adults with a wide range of Developmental Disabilities (DD)/Intellectual Disabilities (ID). He later transitioned into Long Term Care where he managed both small and large size nursing homes and assisted living communities as an Administrator/Executive Director/Director of Operations. Wency is a preceptor for both nursing home and assisted living communities and a member of the American College of Healthcare Executives (ACHE), American College of Healthcare Administrators (ACHA), and LeadingAge,VA.


Wency Chapnkem

Myra Sermon
Director Of Nursing

Since earning her nursing degree from Brokenshire College in Davao City, Philippines, Myra Sermon has been in nursing for more than 30 years with experience in the emergency department, intensive care unit, and wound care. She has worked in many different hospitals and healthcare facilities both here and abroad, including Germany and the Philippines, while her husband served in the military. Myra later transitioned to skilled nursing.

Her experiences as a nursing consultant and Director of Nursing have contributed to her extensive experience in patient care and regulatory compliance. Myra applies her expertise in auditing patient care, monitoring adherence to policies and procedures, and providing education to clinical staff to ensure compliance with local, state, and federal regulations.

In her free time she likes to travel with her family and is active in her church community. She desires to provide excellent nursing care to her patients and provide education to the staff.



Wency Chapnkem

David Lane
Director of Property Management

Dave has worked in the DMV area for the past 25 years, including Government and private sector employers. His most recent employer prior to joining Ingleside, Westminster at Lake Ridge was BOEING in which he supported many diverse contracts over the past 15 years.

In his 25 years of experience, Dave has enjoyed the opportunity to meet great people, learn from their experiences and meld them into his own experiences. Dave has had the opportunity to engage with many mentors over the years in many advanced areas of business and facilities management.

Dave enjoys family time, helping people, fishing, and hanging out with friends.

With the support and direction from the residents and staff at Westminster at Lake Ridge, he hopes to help make a difference within the community. 



Wency Chapnkem

Cerissa Burden, MS, SPHR
Director of Human Resources

As Director of Human Resources with Westminster at Lake Ridge, Cerissa Burden is responsible for partnering with the community senior leadership as well as the Ingleside human resources leadership teams to ensure regulatory compliance by managing all aspects of human resources to include workforce planning and execution, compensation administration, organization development, employee engagement and relations.

Cerissa has 20 years of experience in human resources spanning private and public sectors- most recently a decorated tenure with the federal government. She holds a master’s degree in human resources with a focus in conflict resolution from Abilene Christian University, a bachelor’s in human resources management from Georgia Southern University and senior level human resources certifications from the Society of Human Resource Management (SHRM) and Human Resources Certification Institute (HRCI).

She is a member of both SHRM and the American Society for Health Care Human Resources Administration (ASHHRA). She has held senior advisor positions for several non-profit boards providing guidance and expertise in the area of human resources.
